Pro-Life Group Files Amended Complaint
GENEVA, Ill., Sept. 3 /Christian Newswire/ -- A Kane County, Ill., circuit court's decision yesterday to dismiss a libelous ad and letter in a lawsuit filed against Planned Parenthood of Illinois and Director Steve Trombley could have far-reaching consequences for free speech rights throughout the state.
"Planned Parenthood has been granted a license to lie," said Eric Scheidler, communications director for the Pro-Life Action League and one of the Aurora, Ill., residents who brought the libel suit. "This ruling gives Planned Parenthood, and any other organization with deep pockets, total immunity for making false, defamatory statements against private citizens."
Aurora residents who had been protesting the opening of a Planned Parenthood abortion facility in their city filed the suit on October 1, 2007, saying a letter from Steve Trombley to the Aurora City Council and a full-page Planned Parenthood ad in The Beacon News that accused them of violence was maliciously false and libelous. In response, Planned Parenthood filed a motion to dismiss the suit based on Illinois' newly enacted Citizen Participation Act.
The Citizen Participation Act was established in 2007 to protect small grassroots organizations lobbying for government action against large corporations who want to scare them into silence with the threat of a frivolous and costly lawsuit. In this case, it is the multi- million-dollar company, Planned Parenthood, that claims it is being intimidated by the small group of Aurorans. Because the ad it ran against pro-lifers contained a line urging readers to call their local alderman in support of the new clinic, Judge Judith Brawka interpreted it and the letter to City Council as being protected under the Citizen Participation Act.
"The judge didn't decide Steve Trombley is innocent of libeling us, but that it didn't matter even if he were guilty," said Scheidler.
Brawka did allow Scheidler to file an amended complaint based on four other items in which Planned Parenthood made defamatory statements about his group. It is possible that these new items, including an open letter in The Daily Herald, may not fall under the protection of the Act as interpreted in yesterday's ruling because they didn't include the line urging readers to contact their alderman.
Scheidler also is planning to appeal the ruling if necessary.
"Illinois lawmakers drafted the Citizen Participation Act to protect people's freedom to speak their minds, not to keep citizens from defending their good names," said Scheidler. "If this ruling stands, anyone can spread deliberate, malicious lies about another person, as long as their statements can be construed as seeking action from any unit of government, including voters. That should scare all Illinoisans who care about honesty and accountability."
Scheidler could be forced to pay all of Planned Parenthood's legal costs associated with the libel suit, which he estimates could be more than $50,000. That would mean bankruptcy for him and his family, but he says that's a price he's willing to pay.
"No matter what lies Steve Trombley and Planned Parenthood may tell about us, pro-lifers in Aurora are peacefully saving babies from abortion at Planned Parenthood every week," he said.
A status hearing on the four additional counts of libel and slander will take place October 1.

My colleague, the journalist and author, Amy Goodman and many other independent journalists are performing an important duty for the public, democracy and liberty. They should receive THANKS instead of charges. These independent journalists are fulfilling important duties as granted in the constitution of the United States of America. In diesem Artikel wird das Konzept der Krankenversicherung, kurz gefasst, so dargestellt:
In einem Kurs mit 160 Theoriestunden und 2 Wochen Praktikum werden Langzeiterwerbslose jeglicher Herkunft zu “Pflegeassistenten” ausgebildet. Dies veranlasste mich zu folgendem Brief an die Gesundheitsministerin, Frau Ulla Schmidt, die die letzte Entscheidungsbefugnis hat.
Einsatz von Langzeit-erwerbslosen Menschen in Pflegeheimen
Sehr geehrte Frau Gesundheitsministerin Schmidt,
ich wende mich an Sie, als eine examinierte Pflegekraft (Krankenpflege), und nehme Bezug auf die geplanten Einsätze von Langzeitarbeitslosen bei dementen Menschen. Die Pflege- und Krankenkassen haben dieses Vorhaben in einem Konzept zusammen gefasst, das meiner Ansicht nach so nicht verwirklicht werden darf.
Ich war gute 20 Jahre tätig als staatlich geprüfter Krankenpfleger und habe u. a. in der ambulanten Pflege sowie in der stationären Alten- und Behindertenhilfe und der Psychiatrie gearbeitet. Leider kann ich diesen Beruf nicht mehr ausüben wegen einer Schwerbehinderung und beziehe nun selbst ALG II. Jedoch ist mein Interesse an der Entwicklung meines bisherigen Berufsstandes ungetrübt. Die Konzeptionierung der gesetzlichen Krankenversicherung wird in einem Bericht der taz „Crash-Kurs für Hartz IV Pfleger“ vom 20.08.2008 folgendermaßen zusammen gefasst:
Als Bezeichnung der Tätigkeit wurde „Pflegeassistent“ gewählt. Nun, diese Wahl ist für mich schon deshalb als problematisch anzusehen, da ich davon ausgehe dass die besagten Langzeitarbeitslosen die dort eingesetzt werden auch bei der tatsächlichen Grundpflege assistieren werden müssen, und diese nach einer kurzen Begleitzeit (meist 2 Tage) auch selbstständig ausführen werden. Wie gesagt, ich habe in diesen Bereichen gearbeitet und bin überzeugt, dass es so kommen wird. Möglicherweise ist dies ja auch ein Ziel dieser neuen Tätigkeit?
Es wird, laut der taz, lediglich 160 Theoriestunden geben und ein Praktikum von zwei Wochen. Was bitte schön soll in 160 Stunden Theorie an Wissen um diese schweren und teilweise sehr vielgestaltigen Erkrankungen vermittelt werden, wenn ich allein davon ausgehe, dass ja nicht allein 160 Stunden Krankheitslehre stattfinden werden. Bereits nach 30 Stunden Ausbildung sollen die Betroffenen in die Heime geschickt werden, um „mit anzupacken“. Und schon sind wir da, wie ich es im vorherigen Abschnitt schon geschrieben habe. Die taz schreibt, dass auf Betreiben der privaten Anbieter diese Regelung getroffen wurde, die in der Richtung Druck machten, dass weniger Theorie vermittelt wird und schneller der Einsatz folgt.
Ich bitte doch darum, uns Wähler nicht zu unterschätzen. Für mich wird mit jedem neuen Artikel und jeder neuen Stellungnahme zu diesem Thema immer klarer, dass es tatsächlich nicht um die reine Entlastung qualifizierten Personals gehen soll, sondern um einen schrittweise forcierten Ersatz von qualifizierten Stellen. Das darf nicht umgesetzt werden. Die Pflege und Betreuung von Demenzkranken im stationären Bereich ist eine Arbeit, die qualifiziertes Personal fordert. Nicht umsonst wurden in den letzten 15 Jahren die Zusatzausbildungen der geriatrischen Fachpflegekräfte geschaffen, wie auch die der Fachrichtung Psychiatrie und Gerontologie. Diese Weiterbildungen gibt es im klinischen Pflegebereich als auch in der Altenpflege.
Hier möchte ich Sie an eine Stellungnahme Ihrerseits erinnern, die auf der Homepage des Bundesgesundheitsministeriums zu finden ist. In einem Rundbrief vom 20.05.2008, zur Ausbildung in den pflegerischen Gesundheitsberufen, äußern Sie sich folgendermaßen:
Bundesgesundheitsministerin Ulla Schmidt betonte die Bedeutung guter Arbeitsbedingungen für die Beschäftigten im Gesundheitswesen: „Wer heute gute Rahmenbedingungen für Beschäftigte im Gesundheitswesen schafft, ebnet den Weg für eine erstklassige Gesundheitsversorgung in der Zukunft. Ich kämpfe dafür, dass auch in Zukunft alle Bürgerinnen und Bürger Zugang zu neuesten Diagnoseverfahren und innovativen Therapien haben. Nur der verantwortliche Umgang aller Akteure mit den zur Verfügung stehenden Mitteln sichert die Zukunft der Gesundheitsberufe sowie die Zukunft unseres ganzen Gesundheitssystems. Wir müssen bei Gerätemedizin und Arzneimittelversorgung noch wirtschaftlicher werden. Dann kann mehr Geld dahin fließen, wo es wirklich gebraucht wird: zu den Menschen, die die Versorgung, Pflege und Betreuung leisten.“
Ihre Kollegin, Frau Schavan ergänzt dies:
Bundesbildungsministerin Dr. Annette Schavan verwies auf die Qualifizierungsinitiative der Bundesregierung: „Ob Pfleger, Forscher oder Ärztin – wir brauchen exzellent ausgebildete und engagierte Menschen in allen Gesundheitsberufen.”
Weiter heißt es:
Die Veranstaltung „Ihre Zukunft im Gesundheitsberuf“ soll der Auftakt sein zu einem regelmäßigen Dialog zwischen Politik, Studierenden und Auszubildenden im Gesundheitsbereich. Denn die Ärztinnen und Ärzte, Apothekerinnen und Apotheker, Pflegekräfte und Krankenkassenmitarbeiter von morgen sind es, die das Gesundheitswesen des 21. Jahrhunderts mitgestalten.
Nun wird an Sie eine letztliche Entscheidung heran getragen, die genau das Gegenteil von dem darstellt, das Sie in diesem Rundbrief als grundlegende Voraussetzungen für ein Gesundheitswesen des 21. Jahrhunderts bezeichnet haben. Die Pflege und Betreuung von Demenzkranken ist eine der schwersten Aufgaben im pflegerischen und sozialpädagogischen Bereich. Sie erfordert eine hohe persönliche Kompetenz im Bereich der verbalen und besonders der non-verbalen Kommunikation. Um mir diese anzueignen muss ich Weiterbildungen, Fortbildungen besucht haben, mich mit Gesprächsführung, den Ausdrucksweisen der non-verbalen Kommunikation befasst haben und letztlich auch in der Lage sein diese erlernten Fähigkeiten umzusetzen. Dies alles ist nicht in einer Stundenzahl von 160 Theoriestunden zu schaffen. Dies ist nicht zu schaffen in knapp 2.100 Stunden Ausbildung in der Gesundheits- und Krankenpflege oder gleichermaßen in der Altenpflege. Hier wird nur Grundwissen vermittelt, die ausgebildeten Gesundheits- und Krankenpflegekräfte oder Altenpflegekräfte müssen sich regelmäßig weiterbilden um auch die Qualifikationen für die Betreuung von z. B. Demenzkranken zu erwerben.
Bei der Weiterbildung zur Fachkraft für Gerontopsychiatrie beschreibt die Caritas (http://www.caritasakademiefr.caritas.de/14628.asp?detailID=10130&back=1) ihren Kurs folgendermaßen:
Fachkraft in der Gerontopsychiatrie - Pflege von psychisch veränderten alten Menschen
Berufsbegleitende Weiterbildung mit staatlicher Anerkennung nach der Verordnung des Landes Baden-Württemberg in sieben Abschnitten (720 Stunden)
Beginn: 24.11.2008, Ende: 30.04.2010. Die Weiterbildung richtet sich an Altenpflegerinnen und Altenpfleger, Heilerziehungspflegerinnen und Heilerziehungspfleger, Gesundheits- und Kinderkrankenpflegerinnen und –pfleger, Gesundheits- und Krankenpflegerinnen und –pfleger mit einer einjährigen Berufserfahrung.
Aufbauend auf der dreijährigen Ausbildung zum Gesundheits- und Krankenpfleger/in wird hier in einem 720 stündigem Seminar das Wissen vermittelt, das für die Betreuung und Pflege dieser Menschen notwendig ist. Und wiederum kann es sich nur um Grundwissen handeln, denn zu allem kommt noch die soziale Kompetenz hinzu, also die Fähigkeit auch aus der beruflichen Tätigkeit selbst Erfahrungen zu sammeln und durch diese richtige Schlussfolgerungen zu ziehen die einem im weiteren Berufsleben dienlich sind. Dies kann ich aber nur dann, wenn ich tatsächlich das dafür notwendige Grundwissen vermittelt bekommen habe.
In der geplanten Form mit 160 Stunden Theorie und 2 Wochen Praktikum ist dies, meiner Ansicht nach, ganz sicher nicht möglich. Denn, und das wird in dem vorgelegten Konzept der gesetzlichen Krankenversicherung das die taz zitiert nicht ausgeschlossen, es werden auch berufsfremde Personen dazu herangezogen werden. 10.000 Kräfte sollen ab dem 1. September 2008 eingesetzt werden, die diese Schulung durchlaufen sollen. Jedoch erscheint mir diese Form der Ausbildung nicht einmal dann genügend zu sein, wenn es sich um 10.000 Altenpfleger/innen und Gesundheits- und Krankenpfleger/innen handeln würde.
Wie sieht dann eigentlich die Betreuung derjenigen aus, die diese Ausbildung hinter sich haben und dann im Pflegeheim arbeiten? Besonders dann, wenn sie eben nicht aus einem einschlägigen Berufsfeld kommen? Wie gehen diese dann mit Notfallsituationen und deren Verarbeitung um, wie schaffen es diese Menschen das oft nicht gerade angenehm mit anzusehende Sterben der Betroffenen zu begleiten? Sind dafür Hilfen bereitgestellt? Wird es Supervision oder ähnliche Betreuungsformen für die Pflegenden geben in denen sie ihre Belastungen abarbeiten können? Diese hat es zu meiner Zeit schon nicht gegeben und die gibt es heute ganz sicher auch nicht. Denn solche Formen der Begleitung der Pflegenden kosten eben auch Geld und das haben ja bekanntlich die Pflegeheime nicht. Ich möchte hier nur an einen Bericht in der ARD, WDR und Report Mainz, erinnern über die „Zustände in deutschen Pflegeheimen und Kliniken“, vom 16. Juli 2007 und „Dellings Woche“, vom 14.05.2008.
In dem zitierten Rundbrief Ihres Ministeriums wird auch eine gestiegene Zahl von Auszubildenden in den Pflegeheimen genannt. Ihr Ministerium fasst die Anzahl von Praktikanten, Auszubildenden und Schülern aus 2005, auf insgesamt 32.000 zusammen. Wir haben etwa 35.000 erwerbslose Pflegekräfte dazu kommen noch diese Zahl von 32.000 Auszubildenden und mögliche Auszubildende. Warum wird nicht ein Konzept entwickelt, wie diese Kräfte immerhin 67.000, entsprechend qualifiziert werden könnten und dann in den Bereichen eingesetzt werden? Ich denke, weil diese ja wieder, und nun sind wir nochmals beim Kostenfaktor, mehr Geld kosten als pseudoqualifizierte Hilfskräfte, die dann nach getaner Arbeit und dem Verlust von viel Kraft den diese Arbeit fordert, selbst sehen können ob und wie sie wieder auf die Beine kommen.
Es wäre doch für unser Gemeinwesen im Gesamten, als auch für die Betroffenen auf beiden Seiten besser, es würde eine ausreichende Fortbildung bzw. Qualifikation des vorhandenen Potentials von Pflegekräften geben und diese würden dort eingesetzt. So wären zumindest 10.000 Pflegekräfte oder Erwerbslose aus anderen Gesundheitszweigen nicht mehr ohne Lohn und Brot. Für mich persönlich ist solche eine Lösung einleuchtender als das Konzept der gesetzlichen Krankenversicherung. Auch Sie, und besonders Sie, als Bundesministerin sind doch dem Wohl des Volkes im Gesamten, wie auch in einzelnen Bereichen Ihres Ressorts, verpflichtet. Ist es mit diesem verfassungsmäßigem Auftrag und dem Auftrag der Wähler tatsächlich vereinbar, dass Sie sich in dieser Angelegenheit selbst widerlegen? Dass Sie ein Vorhaben unterstützen und genehmigen das zum Scheitern verurteilt ist.
Zum Scheitern auf jeden Fall, wenn ich bei all den ökonomischen „Vorteilen“, die besonders die privaten Anbieter von Pflegeheimen im Auge zu haben scheinen, auch die Verantwortung gegenüber den betroffenen Kranken und den betroffenen Pflegenden sehe sowie den Aspekt der Menschlichkeit. Diese Menschen auf beiden Seiten eben nicht der besonders hohen Belastung dieser Arbeit auszusetzen ohne dafür tatsächlich qualifiziert zu sein oder eine Betreuung erleben zu müssen, die eben aufgrund dieser Tatsachen mehr schädigt als hilft. Der Geschäftsführer eines Pflegeheimes des ASB drückt es in dem taz-Artikel so aus:
Die Betreuung von Demenzkranken sei eine anspruchsvolle Aufgabe. “Es geht ja nicht nur ums Basteln.”
Die Situation im Pflegeheim wird folgendermaßen sein. Der „Helfer“ wird mit in die Grundpflege (Körperpflege, Essenseingabe usw.) eingeschlossen sein. Schon allein deswegen wird er kaum Zeit aufbringen können für die Tätigkeiten die für ihn eigentlich vorgesehen wären. Mit den Menschen zu basteln oder ihnen vorzulesen, sie zu Spaziergängen zu aktivieren u. v. m. In der Grundpflege jedoch wird er nicht in der Lage sein, Hautveränderungen, Hauterkrankungen, verschlechterten Allgemeinzustand usw., zu erkennen. Genauso wird es sein, wenn er mit den betroffenen Menschen im Aufenthaltsraum Spiele macht oder ähnliches. Somit müsste immer eine qualifizierte, ausgebildete Kraft in GREIFBARER Nähe sein. Diese Bereitschaft kann eine Einrichtung mit sowieso viel zu wenig ausgebildeten Kräften gar nicht leisten. Hier sind menschliche Katastrophen vorprogrammiert.
Meiner Ansicht nach ein Vorhaben, aus dem die dementen Personen und die schlecht qualifizierten Betreuer zu einem wesentlichen Teil traumatisiert hervor gehen werden. Wenn uns dies so egal ist, da „wir doch alle sparen müssen“, dann denke ich wird diese Genehmigung erteilt werden. Wenn wir aber nur ein klein wenig an die Folgen solch einer in meinen Augen gänzlich falschen Aktion denken, dann dürfte es keine Genehmigung geben.
Ich bitte Sie von ganzem Herzen, sich darüber ausreichend Gedanken zu machen und vielleicht hier einmal nicht auf die Ökonomie allein zu blicken, sondern auch auf die von unserem Grundgesetz mit Ewigkeitswirkung eingeforderte Würde des Menschen und die unserem Land über lange Zeit dienlichen humanitären und christlichen Grundsätze.

In einem Kurs mit 160 Theoriestunden und 2 Wochen Praktikum werden Langzeiterwerbslose jeglicher Herkunft zu “Pflegeassistenten” ausgebildet. Dies veranlasste mich zu folgendem Brief an die Gesundheitsministerin, Frau Ulla Schmidt, die die letzte Entscheidungsbefugnis hat.
Einsatz von Langzeit-erwerbslosen Menschen in Pflegeheimen
Sehr geehrte Frau Gesundheitsministerin Schmidt,
ich wende mich an Sie, als eine examinierte Pflegekraft (Krankenpflege), und nehme Bezug auf die geplanten Einsätze von Langzeitarbeitslosen bei dementen Menschen. Die Pflege- und Krankenkassen haben dieses Vorhaben in einem Konzept zusammen gefasst, das meiner Ansicht nach so nicht verwirklicht werden darf.
Ich war gute 20 Jahre tätig als staatlich geprüfter Krankenpfleger und habe u. a. in der ambulanten Pflege sowie in der stationären Alten- und Behindertenhilfe und der Psychiatrie gearbeitet. Leider kann ich diesen Beruf nicht mehr ausüben wegen einer Schwerbehinderung und beziehe nun selbst ALG II. Jedoch ist mein Interesse an der Entwicklung meines bisherigen Berufsstandes ungetrübt. Die Konzeptionierung der gesetzlichen Krankenversicherung wird in einem Bericht der taz „Crash-Kurs für Hartz IV Pfleger“ vom 20.08.2008 folgendermaßen zusammen gefasst:
Als Bezeichnung der Tätigkeit wurde „Pflegeassistent“ gewählt. Nun, diese Wahl ist für mich schon deshalb als problematisch anzusehen, da ich davon ausgehe dass die besagten Langzeitarbeitslosen die dort eingesetzt werden auch bei der tatsächlichen Grundpflege assistieren werden müssen, und diese nach einer kurzen Begleitzeit (meist 2 Tage) auch selbstständig ausführen werden. Wie gesagt, ich habe in diesen Bereichen gearbeitet und bin überzeugt, dass es so kommen wird. Möglicherweise ist dies ja auch ein Ziel dieser neuen Tätigkeit?
Es wird, laut der taz, lediglich 160 Theoriestunden geben und ein Praktikum von zwei Wochen. Was bitte schön soll in 160 Stunden Theorie an Wissen um diese schweren und teilweise sehr vielgestaltigen Erkrankungen vermittelt werden, wenn ich allein davon ausgehe, dass ja nicht allein 160 Stunden Krankheitslehre stattfinden werden. Bereits nach 30 Stunden Ausbildung sollen die Betroffenen in die Heime geschickt werden, um „mit anzupacken“. Und schon sind wir da, wie ich es im vorherigen Abschnitt schon geschrieben habe. Die taz schreibt, dass auf Betreiben der privaten Anbieter diese Regelung getroffen wurde, die in der Richtung Druck machten, dass weniger Theorie vermittelt wird und schneller der Einsatz folgt.
Ich bitte doch darum, uns Wähler nicht zu unterschätzen. Für mich wird mit jedem neuen Artikel und jeder neuen Stellungnahme zu diesem Thema immer klarer, dass es tatsächlich nicht um die reine Entlastung qualifizierten Personals gehen soll, sondern um einen schrittweise forcierten Ersatz von qualifizierten Stellen. Das darf nicht umgesetzt werden. Die Pflege und Betreuung von Demenzkranken im stationären Bereich ist eine Arbeit, die qualifiziertes Personal fordert. Nicht umsonst wurden in den letzten 15 Jahren die Zusatzausbildungen der geriatrischen Fachpflegekräfte geschaffen, wie auch die der Fachrichtung Psychiatrie und Gerontologie. Diese Weiterbildungen gibt es im klinischen Pflegebereich als auch in der Altenpflege.
Hier möchte ich Sie an eine Stellungnahme Ihrerseits erinnern, die auf der Homepage des Bundesgesundheitsministeriums zu finden ist. In einem Rundbrief vom 20.05.2008, zur Ausbildung in den pflegerischen Gesundheitsberufen, äußern Sie sich folgendermaßen:
Bundesgesundheitsministerin Ulla Schmidt betonte die Bedeutung guter Arbeitsbedingungen für die Beschäftigten im Gesundheitswesen: „Wer heute gute Rahmenbedingungen für Beschäftigte im Gesundheitswesen schafft, ebnet den Weg für eine erstklassige Gesundheitsversorgung in der Zukunft. Ich kämpfe dafür, dass auch in Zukunft alle Bürgerinnen und Bürger Zugang zu neuesten Diagnoseverfahren und innovativen Therapien haben. Nur der verantwortliche Umgang aller Akteure mit den zur Verfügung stehenden Mitteln sichert die Zukunft der Gesundheitsberufe sowie die Zukunft unseres ganzen Gesundheitssystems. Wir müssen bei Gerätemedizin und Arzneimittelversorgung noch wirtschaftlicher werden. Dann kann mehr Geld dahin fließen, wo es wirklich gebraucht wird: zu den Menschen, die die Versorgung, Pflege und Betreuung leisten.“
Ihre Kollegin, Frau Schavan ergänzt dies:
Bundesbildungsministerin Dr. Annette Schavan verwies auf die Qualifizierungsinitiative der Bundesregierung: „Ob Pfleger, Forscher oder Ärztin – wir brauchen exzellent ausgebildete und engagierte Menschen in allen Gesundheitsberufen.”
Weiter heißt es:
Die Veranstaltung „Ihre Zukunft im Gesundheitsberuf“ soll der Auftakt sein zu einem regelmäßigen Dialog zwischen Politik, Studierenden und Auszubildenden im Gesundheitsbereich. Denn die Ärztinnen und Ärzte, Apothekerinnen und Apotheker, Pflegekräfte und Krankenkassenmitarbeiter von morgen sind es, die das Gesundheitswesen des 21. Jahrhunderts mitgestalten.
Nun wird an Sie eine letztliche Entscheidung heran getragen, die genau das Gegenteil von dem darstellt, das Sie in diesem Rundbrief als grundlegende Voraussetzungen für ein Gesundheitswesen des 21. Jahrhunderts bezeichnet haben. Die Pflege und Betreuung von Demenzkranken ist eine der schwersten Aufgaben im pflegerischen und sozialpädagogischen Bereich. Sie erfordert eine hohe persönliche Kompetenz im Bereich der verbalen und besonders der non-verbalen Kommunikation. Um mir diese anzueignen muss ich Weiterbildungen, Fortbildungen besucht haben, mich mit Gesprächsführung, den Ausdrucksweisen der non-verbalen Kommunikation befasst haben und letztlich auch in der Lage sein diese erlernten Fähigkeiten umzusetzen. Dies alles ist nicht in einer Stundenzahl von 160 Theoriestunden zu schaffen. Dies ist nicht zu schaffen in knapp 2.100 Stunden Ausbildung in der Gesundheits- und Krankenpflege oder gleichermaßen in der Altenpflege. Hier wird nur Grundwissen vermittelt, die ausgebildeten Gesundheits- und Krankenpflegekräfte oder Altenpflegekräfte müssen sich regelmäßig weiterbilden um auch die Qualifikationen für die Betreuung von z. B. Demenzkranken zu erwerben.
Bei der Weiterbildung zur Fachkraft für Gerontopsychiatrie beschreibt die Caritas (http://www.caritasakademiefr.caritas.de/14628.asp?detailID=10130&back=1) ihren Kurs folgendermaßen:
Fachkraft in der Gerontopsychiatrie - Pflege von psychisch veränderten alten Menschen
Berufsbegleitende Weiterbildung mit staatlicher Anerkennung nach der Verordnung des Landes Baden-Württemberg in sieben Abschnitten (720 Stunden)
Beginn: 24.11.2008, Ende: 30.04.2010. Die Weiterbildung richtet sich an Altenpflegerinnen und Altenpfleger, Heilerziehungspflegerinnen und Heilerziehungspfleger, Gesundheits- und Kinderkrankenpflegerinnen und –pfleger, Gesundheits- und Krankenpflegerinnen und –pfleger mit einer einjährigen Berufserfahrung.
Aufbauend auf der dreijährigen Ausbildung zum Gesundheits- und Krankenpfleger/in wird hier in einem 720 stündigem Seminar das Wissen vermittelt, das für die Betreuung und Pflege dieser Menschen notwendig ist. Und wiederum kann es sich nur um Grundwissen handeln, denn zu allem kommt noch die soziale Kompetenz hinzu, also die Fähigkeit auch aus der beruflichen Tätigkeit selbst Erfahrungen zu sammeln und durch diese richtige Schlussfolgerungen zu ziehen die einem im weiteren Berufsleben dienlich sind. Dies kann ich aber nur dann, wenn ich tatsächlich das dafür notwendige Grundwissen vermittelt bekommen habe.
In der geplanten Form mit 160 Stunden Theorie und 2 Wochen Praktikum ist dies, meiner Ansicht nach, ganz sicher nicht möglich. Denn, und das wird in dem vorgelegten Konzept der gesetzlichen Krankenversicherung das die taz zitiert nicht ausgeschlossen, es werden auch berufsfremde Personen dazu herangezogen werden. 10.000 Kräfte sollen ab dem 1. September 2008 eingesetzt werden, die diese Schulung durchlaufen sollen. Jedoch erscheint mir diese Form der Ausbildung nicht einmal dann genügend zu sein, wenn es sich um 10.000 Altenpfleger/innen und Gesundheits- und Krankenpfleger/innen handeln würde.
Wie sieht dann eigentlich die Betreuung derjenigen aus, die diese Ausbildung hinter sich haben und dann im Pflegeheim arbeiten? Besonders dann, wenn sie eben nicht aus einem einschlägigen Berufsfeld kommen? Wie gehen diese dann mit Notfallsituationen und deren Verarbeitung um, wie schaffen es diese Menschen das oft nicht gerade angenehm mit anzusehende Sterben der Betroffenen zu begleiten? Sind dafür Hilfen bereitgestellt? Wird es Supervision oder ähnliche Betreuungsformen für die Pflegenden geben in denen sie ihre Belastungen abarbeiten können? Diese hat es zu meiner Zeit schon nicht gegeben und die gibt es heute ganz sicher auch nicht. Denn solche Formen der Begleitung der Pflegenden kosten eben auch Geld und das haben ja bekanntlich die Pflegeheime nicht. Ich möchte hier nur an einen Bericht in der ARD, WDR und Report Mainz, erinnern über die „Zustände in deutschen Pflegeheimen und Kliniken“, vom 16. Juli 2007 und „Dellings Woche“, vom 14.05.2008.
In dem zitierten Rundbrief Ihres Ministeriums wird auch eine gestiegene Zahl von Auszubildenden in den Pflegeheimen genannt. Ihr Ministerium fasst die Anzahl von Praktikanten, Auszubildenden und Schülern aus 2005, auf insgesamt 32.000 zusammen. Wir haben etwa 35.000 erwerbslose Pflegekräfte dazu kommen noch diese Zahl von 32.000 Auszubildenden und mögliche Auszubildende. Warum wird nicht ein Konzept entwickelt, wie diese Kräfte immerhin 67.000, entsprechend qualifiziert werden könnten und dann in den Bereichen eingesetzt werden? Ich denke, weil diese ja wieder, und nun sind wir nochmals beim Kostenfaktor, mehr Geld kosten als pseudoqualifizierte Hilfskräfte, die dann nach getaner Arbeit und dem Verlust von viel Kraft den diese Arbeit fordert, selbst sehen können ob und wie sie wieder auf die Beine kommen.
Es wäre doch für unser Gemeinwesen im Gesamten, als auch für die Betroffenen auf beiden Seiten besser, es würde eine ausreichende Fortbildung bzw. Qualifikation des vorhandenen Potentials von Pflegekräften geben und diese würden dort eingesetzt. So wären zumindest 10.000 Pflegekräfte oder Erwerbslose aus anderen Gesundheitszweigen nicht mehr ohne Lohn und Brot. Für mich persönlich ist solche eine Lösung einleuchtender als das Konzept der gesetzlichen Krankenversicherung. Auch Sie, und besonders Sie, als Bundesministerin sind doch dem Wohl des Volkes im Gesamten, wie auch in einzelnen Bereichen Ihres Ressorts, verpflichtet. Ist es mit diesem verfassungsmäßigem Auftrag und dem Auftrag der Wähler tatsächlich vereinbar, dass Sie sich in dieser Angelegenheit selbst widerlegen? Dass Sie ein Vorhaben unterstützen und genehmigen das zum Scheitern verurteilt ist.
Zum Scheitern auf jeden Fall, wenn ich bei all den ökonomischen „Vorteilen“, die besonders die privaten Anbieter von Pflegeheimen im Auge zu haben scheinen, auch die Verantwortung gegenüber den betroffenen Kranken und den betroffenen Pflegenden sehe sowie den Aspekt der Menschlichkeit. Diese Menschen auf beiden Seiten eben nicht der besonders hohen Belastung dieser Arbeit auszusetzen ohne dafür tatsächlich qualifiziert zu sein oder eine Betreuung erleben zu müssen, die eben aufgrund dieser Tatsachen mehr schädigt als hilft. Der Geschäftsführer eines Pflegeheimes des ASB drückt es in dem taz-Artikel so aus:
Die Betreuung von Demenzkranken sei eine anspruchsvolle Aufgabe. “Es geht ja nicht nur ums Basteln.”
Die Situation im Pflegeheim wird folgendermaßen sein. Der „Helfer“ wird mit in die Grundpflege (Körperpflege, Essenseingabe usw.) eingeschlossen sein. Schon allein deswegen wird er kaum Zeit aufbringen können für die Tätigkeiten die für ihn eigentlich vorgesehen wären. Mit den Menschen zu basteln oder ihnen vorzulesen, sie zu Spaziergängen zu aktivieren u. v. m. In der Grundpflege jedoch wird er nicht in der Lage sein, Hautveränderungen, Hauterkrankungen, verschlechterten Allgemeinzustand usw., zu erkennen. Genauso wird es sein, wenn er mit den betroffenen Menschen im Aufenthaltsraum Spiele macht oder ähnliches. Somit müsste immer eine qualifizierte, ausgebildete Kraft in GREIFBARER Nähe sein. Diese Bereitschaft kann eine Einrichtung mit sowieso viel zu wenig ausgebildeten Kräften gar nicht leisten. Hier sind menschliche Katastrophen vorprogrammiert.
Meiner Ansicht nach ein Vorhaben, aus dem die dementen Personen und die schlecht qualifizierten Betreuer zu einem wesentlichen Teil traumatisiert hervor gehen werden. Wenn uns dies so egal ist, da „wir doch alle sparen müssen“, dann denke ich wird diese Genehmigung erteilt werden. Wenn wir aber nur ein klein wenig an die Folgen solch einer in meinen Augen gänzlich falschen Aktion denken, dann dürfte es keine Genehmigung geben.
Ich bitte Sie von ganzem Herzen, sich darüber ausreichend Gedanken zu machen und vielleicht hier einmal nicht auf die Ökonomie allein zu blicken, sondern auch auf die von unserem Grundgesetz mit Ewigkeitswirkung eingeforderte Würde des Menschen und die unserem Land über lange Zeit dienlichen humanitären und christlichen Grundsätze.

Due an ERROR in translation from the FRENCH language in the English language and from the English language in the German language, translators, me and other people have come by accident to the FALSE conclusion that John Baptist Mission of Togo is taking care for 300 children in a child care centre in the city of Lome in Togo (West-Africa).
This is an error due a mistake in the translation process.
According to the email from September 2, 2008 issued by Reverend Yawovi Nyonato John Baptist Mission is taking for 14 children and children in the villages, “which come and go...” of the country of Togo. There are no 300 children in a child care centre in the city of Lome in the John Baptist Mission of Togo.
In a mission report written and issued by Reverend Yawovi Nyonato on Sunday, May 18, 2008 a plan for a project has been published in which there was made the explanation for a project to take care in the future for 300 children.
Recently the John Baptist Mission of Togo was and is still active in help efforts with many other organizations for about 5.000 people which got homeless after heavy monsoon rain and a flood. To get more information, please visit www.johnbaptistmission.org/togoaid and www.togoaid.de.be and you will get an idea that we are performing an important work for many poor children and people in the country of Togo and even in other countries of Africa.

Certainly the information will be corrected and will make people aware of these issues. In the 1st edition the entire project has been introduced. As editor and missionary I give thanks unto our US field director, Mrs. Bettinan Stevens, for making our international news desk aware on September 2, 2008 in concern of an error which has happened because of an failure in translation from the French language in English language and from the English language in the German language.
People should also know that I am working as a volunteer for Christ for the John Baptist Mission of Togo.
This means I am working to help people and I am working not for profit or in own issues. During eight months of hard labor and work day and night I have received not a single cent for the work as missionary. However I do believe the help and aid efforts of Reverend Yawovi Nyonato for 14 children and children in the villages which come and go are worthy to be supported and this caused me although I am poor myself to make several donations to people in the country of Togo, which I have been not meeting yet for a single minute as I had just not the money to travel to the country of Togo in Africa.
In January 2008 I have accepted to support John Baptist Mission of Togo and the important work for children and poor people in Africa as a missionary and director of the United Kingdom and German Branch. In the eight months we have recently received a donation of 50 Euro from a precious lady which have been transferred with Money Gram without any delay to the headquarters of John Baptist Mission in Lome of Togo in West-Africa.
During the first eight months of my service we have founded MJB Mission News which is an international magazine with the ISSN number 1999-8414, an entire book has written about the mission projects and we have been laboring hard all together to help 5.000 people which got homeless according to reports of the Associated Press after monsoon rains which have taken place in the end of July 2008.
People should not forget that John Baptist Mission of Togo has branches in other African countries also and there are also poor children and poor people which do need all of our support. We have been working hard and even the President of the United States of America, Mr. George W. Bush knows about this, because a letter was written to him and has been published as an open letter international in the public.
Several other letters have been published as open and public letters, also. John Baptist Mission of Togo does prefer to perform its services as an important duty in the public and we have so far as I do know nothing to hide. There is no doubt to me that God is watching us and God is in control and let us therefore do good and love each other. If we love each other than we are going to help each other also that for poor people will be provided basic things such as food, clean water, cloths, medical care and good education. If many people as possible will co-operate for something good, may many of the people will see some kind of success and will be happy.
As the responsible editor of the book “The children of John Baptist Mission of Togo” and as responsible editor of MJB Mission News, ISSN 1999-8414 I hereby do apologize for the error in translation in the public which happened by accident and mistake without intention. In the book the entire report about the future project has been published. People which read careful the information and the plan about this describtion of a project will come to the right conclusion that it is a plan for wonderful and good projects in the future which has not come into existence at this time.

Der deutsche Film feiert wieder Erfolge - das konnte Kulturstaatsminister Bernd Neumann gleich zu Beginn seiner Rede auf dem Berliner Medienkongress feststellen. Neben der Zahl preisgekrönter deutscher Filme sei auch die Attraktivität des Produktionsstandorts Deutschland gestiegen.
Neumann verwies in diesem Zusammenhang auf die jüngste Bilanz des Deutschen Filmförderfonds (DFFF): Gefördert wurden seit Anfang 2007 insgesamt 160 Filmprojekte, davon rund ein Drittel internationale Koproduktionen. Insgesamt 600 Millionen Euro wurden dabei an Herstellungskosten in Deutschland investiert. Davon profitiere die gesamte Filmbranche in Deutschland, freute sich Neumann.
Herausforderungen für die Filmwirtschaft
Durch den technischen Wandel in den vergangenen Jahren steht allerdings auch die deutsche Filmwirtschaft vor neuen Herausforderungen: Zu den traditionellen Verwertungsformen von Filmen wie Kino, Fernseher und DVD ist das Internet mit Video-on-Demand Angeboten sowie das digitale Pay-TV hinzugekommen. Die Digitalisierung des Sendesignals hat außerdem zu einer veränderten Nutzung auch des Spielfilmangebots im Fernsehen geführt.
Neue Verwertungsformen berücksichtigen
Das neue Filmförderungsgesetz (FFG), dessen Entwurf das Bundeskabinett inzwischen verabschiedet hat, werde auf diese Entwicklungen reagieren, erklärte Neumann in Berlin. Die neuen Auswertungsformen von Kinofilmen müssten sowohl im Hinblick auf die Abgabepflichten der Verwerter wie auf ihre Förderung berücksichtigt werden.
Durch eine Verkürzung der Sperrfristen werde das Gesetz außerdem der beschleunigten Verwertung von Filmen Rechnung tragen. Angesichts der stärkeren Nutzung neuer audiovisueller Inhalte besonders durch junge Menschen sollten Filme zukünftig stärker beworben werden. Deshalb sei im novellierten FFG eine Erhöhung der Mittel für die Verleihförderung vorgesehen.
Von den neuen Verwertungsmöglichkeiten für Kinofilme sollen auch die Produzenten profitieren. Eine faire Aufteilung der Verwertungsrechte zwischen Produzenten und öffentlich-rechtlichen Sendern, wie sie im Entwurf für einen 12. Rundfunksänderungsstaatsvertrag gefordert wird, sei deshalb zu begrüßen.

Even though congregational (or clinical) work in pastoral ministry is widely regarded as invaluable to pastoral formation, academic study and established curricula remain the primary context for thinking about the teaching and learning of ministry.
A new report from the Alban Institute in Washington, D.C. calls attention to a promising set of recent experiments conducted by the Fund for Theological Education's Transition into Ministry Program (TiM). Began in 1999 through funding from Lilly Foundation Inc., the TiM initiative seeks to reshape the preparation of pastors for the challenges of 21sth century ministry by supplementing the seminary training received in the M.Div. program with a focused apprenticeship in a "community of practice."
In 2005 the Alban Institute, which has worked on this challenge of helping new pastors make the transition from seminary to pastoral leadership since the 1980's, was invited by Lilly Endowment Inc. to look over the shoulders of more than more than 30 project teams, 700 beginning pastors, a variety of denominational and judicatory leaders, several seminaries, thousands of congregation members, clergy and staff, evaluators, and program coordinators involved in this initiative to learn more about this effort and to share early discoveries with religious leaders.
Based on the assumption that pastors will be better prepared to lead congregations when they have had the opportunity to become reflective participants in a local community of practice, the TiM studies seek to counter a two- centuries-long trend of viewing pastoral preparation as something that is largely completed upon graduating from seminary.

New Attacks on Christians Spark Riots in Battered Orissa, India
CARROLLTON, Texas, Sept. 2 /Christian Newswire/ -- Gospel for Asia leaders in India have reported two new deaths this weekend as violence against Christians in that country's Orissa state refuses to die down despite police intervention.
The violence, now entering its second week, began when anti-Christian extremist Swami Laxamanananda Saraswati was murdered by suspected Maoist rebels Aug. 23. His followers in the anti-Christian World Hindu Council (VHP) blamed Christians for his murder and went on a rampage across several districts of Orissa.
During the first week of the violence, at least a dozen members of GFA-related churches were murdered and 20 churches and hundreds of home belonging to GFA missionaries and pastors were burned.
Two people were killed by police gunfire as rioting broke out Saturday in the Koraput District. Several people were also seriously injured in the conflict, which began when someone wrote an obscene comment about Christians on the wall of a secular college in the area. GFA leaders fear this confrontation will ignite a fresh wave of violence in the state.
In the Baragarh district, fighting broke out Saturday between anti-Christian extremists and the police, who had just rescued six families being held by the radicals. The families were locked in a house and told that they would be burned alive unless they denounced Christ and turned back to Hinduism. The police found out about the hostage situation, rescued the people and took them into protective custody.
When police tried to return the families to their village, many of their neighbors, incited by the extremists, became violent, saying the families would not be allowed to return to their homes unless they turned away from Christianity.
Many Christians in Orissa are facing similar ultimatums, according to GFA's Orissa leader. "Only the Christians who agree to be 'reconverted' to Hinduism are spared. Those who agree to become Hindu are then asked to join in destroying the church buildings and the houses of Christians," he said.
Thousands of families were left homeless by the merciless arson attacks during the first week of the rampage. Today thousands more are facing the loss of their homes, and pastors are being left without churches, as landlords, under threat from the swami's followers, evict all Christians.
About 10,000 people are in government relief camps, but thousands more remain in hiding, fearing for their lives.
One GFA missionary was found near death, hiding in a cave. A young man carried him to a hospital, where the missionary is receiving medical treatment. But he was separated from his family and has no idea where they are.
Orissa's state leader asks Christians around the world to continue earnestly lifting up the situation in Orissa in prayer.
"Please pray that God will intervene in the hearts of those committing these merciless acts," said GFA President K.P. Yohannan, "and that His peace will reign over this troubled state."

CARROLLTON, Texas, Sept. 2 /Christian Newswire/ -- Gospel for Asia leaders in India have reported two new deaths this weekend as violence against Christians in that country's Orissa state refuses to die down despite police intervention.
The violence, now entering its second week, began when anti-Christian extremist Swami Laxamanananda Saraswati was murdered by suspected Maoist rebels Aug. 23. His followers in the anti-Christian World Hindu Council (VHP) blamed Christians for his murder and went on a rampage across several districts of Orissa.
During the first week of the violence, at least a dozen members of GFA-related churches were murdered and 20 churches and hundreds of home belonging to GFA missionaries and pastors were burned.
Two people were killed by police gunfire as rioting broke out Saturday in the Koraput District. Several people were also seriously injured in the conflict, which began when someone wrote an obscene comment about Christians on the wall of a secular college in the area. GFA leaders fear this confrontation will ignite a fresh wave of violence in the state.
In the Baragarh district, fighting broke out Saturday between anti-Christian extremists and the police, who had just rescued six families being held by the radicals. The families were locked in a house and told that they would be burned alive unless they denounced Christ and turned back to Hinduism. The police found out about the hostage situation, rescued the people and took them into protective custody.
When police tried to return the families to their village, many of their neighbors, incited by the extremists, became violent, saying the families would not be allowed to return to their homes unless they turned away from Christianity.
Many Christians in Orissa are facing similar ultimatums, according to GFA's Orissa leader. "Only the Christians who agree to be 'reconverted' to Hinduism are spared. Those who agree to become Hindu are then asked to join in destroying the church buildings and the houses of Christians," he said.
Thousands of families were left homeless by the merciless arson attacks during the first week of the rampage. Today thousands more are facing the loss of their homes, and pastors are being left without churches, as landlords, under threat from the swami's followers, evict all Christians.
About 10,000 people are in government relief camps, but thousands more remain in hiding, fearing for their lives.
One GFA missionary was found near death, hiding in a cave. A young man carried him to a hospital, where the missionary is receiving medical treatment. But he was separated from his family and has no idea where they are.
Orissa's state leader asks Christians around the world to continue earnestly lifting up the situation in Orissa in prayer.

President Bill Clinton sexually manipulated a 19 year old intern while she performed sex acts with him in the Oval Office during official state business.
